The following resolutions were approved by Alaska GOP delegates at the 2014 GOP State Convention
RESOLUTION TO LIMIT
AUTHORITY OF THE ALASKA JUDICIAL COUNCIL
Resolved, We support a change to the Alaska Constitution that would eliminate the practice of the Alaska Judicial Council to limit the list of potential appointees to only those it finds “qualified”. The council could still give its rating, but the Governor could choose a nominee from all applicants.
RESOLUTION OPPOSING ASSISTED SUICIDE
Whereas, All people have worth regardless of their age, ability or disability; therefore
Resolved, That the Alaska Republican Party rejects assisted suicide and deprivation of food, water, or care to hasten death, or involuntary placement of Do Not Resuscitate orders (DNR).
RESOLUTION ON THE LEGALIZATION OF MARIJUANA
13PSUM, “An Act to tax and regulate the production, sale and use of marijuana” has been approved to appear on the November 2014 general election ballot.
Whereas, marijuana use is currently illegal to possess and use under federal law; and
Whereas, recent studies have demonstrated a marked decrease in users’ IQ and marked impairment on memory, processing speed, executive functions, verbal skills, and attention; and
Whereas, while the initiative contemplates use only by adults over the age of 21, states where marijuana has recently been decriminalized have experienced an increase in marketing towards and use by those under the age of 21; and
Whereas, if the marijuana initiative were to pass, not only would the government be expanded by the creation of a new regulatory board, but numerous other agencies of government would be adversely affected, including public safety; therefore
Resolved, that in an effort to protect our communities, our children, use our tax resources wisely, and keep government small, the Alaska Republican Party strongly opposes the 13PSUM initiative.
RESOLUTION TO REPEAL OBAMACARE
Resolved, that the Alaska Republican Party urges repeal of ObamaCare and in its place support competition and free enterprise by limiting government involvement and any restriction on the private sector. We oppose increasing federal control of health care and forcing taxpayers to pay for elective abortions; and be it
Resolved, that the Alaska Republican Party opposes any and all federal, state or local government-mandated health exchanges, government committees that ration health care or other government-mandated health care regimes. Individuals have the right and responsibility to decide, direct and control their own health matters. This includes choosing or rejecting medicines, supplements, vaccinations, health care providers, medical treatments, procedures, and diet. The choice includes traditional, allopathic and/or alternative methods.
RESOLUTION ON EMBRYONIC RESEARCH
Whereas, human embryos are complete human beings at the time of conception; therefore be it resolved, that the Alaska Republican Party supports a ban on embryonic stem cell research; and be it
Resolved, that the Alaska Republican Party, however, supports adult and cord blood stem cell research and opposes human cloning.
RESOLUTION IN SUPPORT OF THE HUMAN LIFE AMENDMENT
Resolved, that the Alaska Republican Party endorses the Human Life Amendment to the U.S. Constitution and heartily encourage our elected officials to use every legal means to protect the pre-born and recognize their worth and personhood.
RESOLUTION ON EDUCATIONAL CHOICE
Resolved, that we support parental choice of public, private, charter, vocational and home-based educational alternatives for Alaska’s students. Parental involvement, high academic standards, and innovative competition improve education. We support a constitutional amendment to allow consideration of tuition tax credits and vouchers to expand educational options and parental choice.
RESOLUTION ON TEACHER TENURE
Whereas, most Alaska teachers work hard and care about the education of their students; and
Whereas, Alaska teacher tenure laws require a specific number of years of teaching experience, and grant teachers tenure for the life of their teaching position in their district; and
Whereas, the concept of teacher tenure predates the establishment of adequate personnel rules and union protections; and
Whereas, teaching is the only profession currently granting tenure to its employees; therefore, be it
Resolved, that Alaska’s public school teacher tenure laws need major revision or elimination.
OPPOSITION TO UNLAWFUL PRESIDENTIAL EXECUTIVE ORDERS
Whereas, President Barack Obama is using executive orders to circumvent Congress and make or change laws; and
Whereas, the executive order process was not intended to be used as a tool to by-pass Congress and its proper lawmaking; therefore
Resolved, that the Alaska Republican Party calls on our own Congressional delegation to challenge this usurpation of their legislative role by the President.
RESOLUTION REGARDING TRANSFER OF FEDERAL LANDS
WHEREAS, The U.S. Constitution does not authorize the federal government to own vast tracts of land; therefore
Resolved, that all current federal lands not specifically enumerated in the Constitution should be ceded to the respective states.
RESOLUTION SUPPORTING A CONVENTION OF STATES
Whereas, the Constitution of the United States empowers state legislatures to be guardians of liberty against abuses of power by the federal government; and
Whereas, the federal government has created crushing national debt through improper and imprudent spending; and
Whereas, the federal government has invaded the legitimate roles of the states through the manipulative process of federal mandates, most of which are unfounded; and
Whereas, the federal government has ceased to live under a proper interpretation of the Constitution of the United States; and
Whereas, it is the solemn duty of the states to protect the liberty of the people, particularly for the generations to come, to propose amendments to the Constitution of the United States through a convention of the states under Article V to place restraints on these and related abuses of power; now, therefore, be it
Resolved, that the Alaska Republican Party supports the efforts of the Alaska Legislature in its application to Congress for a convention of states according to Article V of the U.S. Constitution, limited to addressing these abuses; and
Resolved, that the Alaskan Republican Party urges the Republican National Committee to support the efforts to call for this convention.
RESOLUTION ON SEX EDUCATION
Whereas, It is important that students learn about human anatomy, physiology and biology; and
Whereas, sex education is taught in Alaska schools; and
Whereas, parental involvement is an important element in helping provide young people with a well-rounded understanding of healthy respect for human sexuality; therefore
Resolved, that the Alaska Republican Party supports age-appropriate and abstinence-based sex education and health studies curricula that promote traditional marriage and family values; and
Resolved, that the Alaska Republican Party supports requiring schools to provide written notice to parents of the contents of sex education curricula to which their children might be exposed; and
Resolved, that the Alaska Republican Party supports requiring schools to obtain written permission from parents as a condition of their childrens’ exposure to such curricula; and
Resolved, that the Alaska Republican Party opposes teaching alternative sexual lifestyles as legitimate or desirable; and
Resolved, that the Alaska Republican Party opposes distribution of contraceptives in schools.
RESOLUTION ON TEACHING OF ORIGINS
Whereas, most Alaska public school districts teach the theory of evolution to explain the origins and development of human beings; and
Whereas, evidence disputing that theory may not be presented for student consideration; and
Whereas, numerous alternative theories exist to explain the origins of life, including Creation Science/Intelligent Design; now, therefore, be it
Resolved, that the Republican Party of Alaska supports teaching of various models and theories for the origin of life and our universe, including but not limited to: Creation Science/Intelligence Design as well as evolution.
RESOLUTION ON ALTERNATIVE PATHS TO TEACHER CERTIFICATION
Whereas, individuals who have had careers in professions other than education can bring considerable knowledge and experience to teaching; and
Whereas, traditional education pathways are not the only appropriate training for good teachers; and
Whereas, great teachers come from many different backgrounds and experience; therefore, be it
Resolved, that the State of Alaska expand alternative paths to teacher certification.
REALLOCATION OF U.S. DEPARTMENT OF EDUCATION FUNDING
Whereas, the federal government collects taxes that are then distributed to states; and
Whereas, the federal government enacts numerous regulations and rules determining how states distribute and spend these dollars; and
Whereas, these rules are often complicated and cumbersome; and
Whereas, these rules often do not consider self-determination and local control; and
Whereas, the state and local boards of education are better able to recognize district and student needs than the federal government; therefore, be it
Resolved, that we support elimination of federal control or influence over how state and local school boards allocate and spend federal dollars; and
Resolved, that the total amount of the U.S. Department of Education budgets be allocated to states to meet educational needs.
